County Road 10: Buffalo Regrade and Asphalt Surfacing

One of the largest projects this year is the County Road 10 reconstruction and paving project through Buffalo.

Construction in Buffalo is progressing through a three-phase approach designed to maintain local access while improving the roadway and drainage system. Crews have completed removals and are currently installing storm sewer infrastructure. Curb and gutter work will begin soon, followed by aggregate base placement.

The project includes improved drainage, a wider roadway through town, upgraded sidewalks, and paved parking areas. Outside the Buffalo business district, County Road 10 will receive a new asphalt surface between Tower City and Buffalo. The roadway will be paved 36 feet wide with six inches of asphalt.

Phase One is expected to be completed by mid-July, Phase Two by late August, and Phase Three by mid-October. Asphalt paving is anticipated to begin in late July and continue for approximately four weeks.

County Road 26: Hot-In-Place Recycling and Asphalt Overlay

County Road 26 will undergo a hot-in-place recycling process followed by an asphalt overlay.

This project is particularly notable because it represents a relatively new pavement rehabilitation method for both Cass County and North Dakota. The process recycles existing roadway materials directly on site before applying a new asphalt surface.

The benefits include reduced material hauling, lower environmental impacts, and significant cost savings—approximately sixty thousand dollars per mile compared to traditional reconstruction methods.

Construction is expected to begin during the week of June 8. Traffic will be maintained using a pilot car system, and the project should be completed within six to eight weeks, with completion anticipated near the end of July.

County Road 4: Mill and Asphalt Overlay

County Road 4 will receive a mill and overlay treatment to improve pavement quality and driving conditions.

The project includes milling the existing pavement, preparing shoulders, and placing a new four-inch asphalt overlay. One significant improvement will be the addition of paved shoulders, replacing the current gravel shoulders and providing increased safety for motorists.

Construction is scheduled to begin during the week of June 8. Traffic will be controlled using a pilot car, and the project is expected to be completed in four to six weeks, with completion anticipated in early July.

153rd Avenue Cement Subgrade Project

The 153rd Avenue project will strengthen the roadway foundation using a cement-treated subgrade.

Crews will blend cement into the existing roadbed to a depth of approximately twelve inches, creating a stronger and more durable base. Once completed, the roadway will be topped with additional gravel.

This project is being funded through State Flex Grant dollars and is being administered by Cass County on behalf of the participating townships.

Construction is expected to begin shortly after the Fourth of July holiday. The road will be closed to through traffic during construction, and completion is anticipated by early August.

County Road Chip Seal Program

Cass County will also complete several chip seal projects throughout the construction season.

Chip sealing is a preventative maintenance treatment applied to roads paved within the last one to three years. The process helps protect the asphalt surface, reduces weather-related deterioration, and extends the overall life of the roadway.

Motorists should expect pilot car operations during construction. Each roadway segment typically requires three to five days to complete, with the overall program lasting approximately four weeks.

Cornell and Tower Township Structure Replacements

In Cornell and Tower Townships, Cass County is replacing two aging drainage structures with reinforced concrete box culverts.

The box culverts have already been installed, and the roadway is expected to reopen during the week of June 8.

By utilizing county crews to complete the work, Cass County is able to reduce project costs while continuing to improve roadway drainage and long-term infrastructure reliability.

Hunter Township Structure Replacement

A structure replacement project in Hunter Township will replace an existing crossing with a new reinforced concrete box culvert.

Construction is expected to begin in mid-June and will take approximately three weeks to complete. County crews will perform the work in-house, helping reduce overall project costs while maintaining critical drainage infrastructure.

Wheatland Township Structure Replacement

In Wheatland Township, an existing structure will be replaced with twin reinforced concrete box culverts.

Construction is scheduled to begin in mid-July and is expected to take approximately three weeks. Once completed, the new structure will improve drainage capacity and support long-term roadway performance.

Normanna Township Structure Replacement

A similar structure replacement project is planned in Normanna Township later this summer.

The existing crossing will be replaced with a reinforced concrete box culvert. Work is expected to begin in mid-August and should take approximately three weeks to complete.

Harmony and Raymond Township Structure Replacement

Another major drainage infrastructure project is planned between Harmony and Raymond Townships.

This project will replace the existing structure with three reinforced concrete box culverts, significantly improving water conveyance and supporting long-term roadway stability.

Construction has not yet been scheduled, but once underway, the project is expected to take approximately four to six weeks to complete.

Durbin Township Structure Replacement

In Durbin Township, Cass County will replace an aging structure with three large reinforced concrete box culverts.

This improvement will help maintain reliable drainage and protect the roadway from future erosion and flooding concerns.

While a construction start date has not yet been determined, the anticipated project duration is four to six weeks.

Harwood Township Structure Replacements

Two structure replacement projects are planned in Harwood Township.

The existing crossings will be replaced with reinforced concrete pipe structures. Due to changes in regional water flow associated with the Fargo-Moorhead Diversion Project, these replacement structures can be significantly smaller than the structures they are replacing while still meeting future drainage needs.

Construction schedules are still being finalized, but work is expected to require approximately four to six weeks.
