The County Administrator makes recommendations to the Board of Commissioners, implements its policies, manages the personnel office and buildings/grounds staff to assure effective delivery of county services.
The Personnel Department works in partnership with administrators, managers and employees to meet human resource needs in a timely, effective and professional manner. Cass County currently has approximately 400 employees.
The County Administrator works with the county's space and planning committee to ensure proper formulation of a master plan for capital improvements. He also serves as project manager on building construction projects.
In addition, the county administrator serves as the county risk manager; initiates legislative opportunities beneficial to Cass County; and executes commission objectives to departments and the public.

Mr. Berndt previously served as the Cass County Engineer for 19 years. He holds a Bachelor of Science Degree in Civil Engineering from North Dakota State University and a Master of Science Degree in Civil Engineering from the University of Florida, Gainesville. He is a Registered Professional Engineer.
Mr. Berndt's prior professional experience includes nine years of active military duty as an Officer in the Navy Civil Engineer Corps.
Mr. Berndt was raised on a farm near Breckenridge, Minnesota. He currently resides in Fargo and has two children.
