NOTICE OF PROPOSALS

 

NOTICE IS HEREBY GIVEN that the Cass County Highway Department will accept proposals until March 6, 2025 at 1:00 p.m. Proposals will be opened, at that time, at the Cass County Highway Department at 1201 Main Ave West, West Fargo, ND 58078. After an evaluation, interview, and selection process the results will be presented to the County Commission for there approval.

 

DESCRIPTION OF PROJECT:

Cass County will engage the services of qualified engineering firms to perform bridge design work such as hydraulics, preliminary design, bridge design, plan production, and grant writing. Firms submitting proposals must be qualified to perform bridge design activities identified above.

 

The project will include the hydraulics, preliminary design, bridge design, plan production, and grant writing for the bridge replacement on Cass County Highway 31 between sections 13/14 Harwood Twp. over the Sheyenne River.

 

EVALUATION AND SELECTION PROCESS: Consulting firms interested in performing the work shall submit three (3) hard copies of there proposal and one electronic copy in PDF format to: the Cass County Highway Department, 1201 Main Ave West, West Fargo, ND 58078. Cass County will only consider proposals received on or before 1:00 p.m. on March 6, 2025. Late proposals will be considered unresponsive and will not be considered.

 

Selection will be based on the following criteria: 1) Past Performance, 2) Ability of Professional Personnel, 3) Willingness to meet time and budget requirements, 4) Recent, Current, and Projected Workloads of the persons and/or Firms, 5) Related Experience on Similar Projects, 6) Recent and Current Work for the County, 7) Project Understanding, issues, & approach, 8) Grant Funding Opportunities.

 

Interviews will be conducted tentatively within 7 days from the due date of this proposal.

RIGHT OF REJECTION: Cass County reserves the right to reject any and all proposals; to waive technicalities or to accept such as may be determined to be in the best interest of the County.

 

DISCLOSURE OF PROPOSAL: The contents of all proposals will be subject to the Open Records Law and may be open to inspection by interested parties. Any information included in the proposal that the proposing party believes to be a trade secret or proprietary information must be clearly identified in the proposal. Any identified information recognized as such and protected by law may be exempt from disclosure.
