WHEREAS, Cass County has suffered damage from Severe Summer Weather that included damaging winds, large hail and possible tornados that occurred on June 20, 2025 and June 21, 2025; and
WHEREAS, this severe weather event resulted in the loss of life and widespread destruction to homes, grain bins, and commercial districts; and
WHEREAS, ongoing efforts to repair and restore infrastructure may lead to additional impacts on both public and private property, including roads and rights-of-way; and
WHEREAS, the storm also caused power outages and extensive damage to personal property and buildings; and
WHEREAS, while the full extent of the damage is still being assessed, the anticipated costs associated with debris and tree removal, property repairs, replacement, general clean-up and preservation of public safety exceeds the County's normal budget and available resources;
NOW THEREFORE, BE IT RESOLVED that the Cass County Board of Commissioners declare an emergency and authorizes the activation and utilization of the Cass County Emergency Operations Plan, its procedures, attachments, and appendices to recover from the situation, develop a detailed damage assessment, reduce hardship, and initiate appropriate relief and mitigation measures by departments and agencies of local government to limit the hardships and impact of the emergency upon the citizens of Cass County.
